The action in ordering by Najib or the tempering to remove at least 2 vital matters in the 1MDB Audit Report can be an offence under sec 23 of MACC Act 2009 ie “Offence of using office or position for gratification.” “Gratification” carries a wide interpretation and includes any service or favour of any description, including protection from any penalty or action or proceedings of civil or criminal nature. Therefore if there is evidence to show that by doing so Najib as the then PM could get that sort of ” gratification “, then Najib had committed this offence which on conviction is liable to max of 20 years of imprisonment. The people who knowingly did or co-ordered took the order on the removal or tempering of the matter can be charged for abetment or criminal conspiracy. In fact the order or the co-order to classify the report as a government secret if it can be proved that it was done to save the skin of Najib or getting his untoward consequences, sec 23 still applies.

There is no necessity for any member of the public to make a formal report to the MACC as the MACC can make its own report. I believe MACC must have done so.
